They provide consultation-encouraging goodwill between minor communities and employers.  They evaluate employment practices by consulting with community officers, to develop practices by consulting with community officers, to develop technical assistance agreements in accordance with statutory regulations.  They inform the minority on civil and human rights laws and assist them in interpreting such laws.  Officers also liase between minority placement agencies and large employers.  They investigate existing employment practices to detect and correct discriminatory factors.  To determine systematic discrimination, they conduct surveys and evaluate the findings.  They then consult with clients, informing them regarding the situation and helping them devise a strategy to curb and end the discrimination problem.
